What documents are needed for customs clearance in Uganda?

General commercial cargo commonly needs a commercial invoice, packing list and transport document. An eligible local importer, consignee or authorized clearing agent must complete the import entry.

Importer and licensed clearing agent

A normal commercial import should use a Ugandan importer that supplies authentic transaction and cargo records and a licensed clearing agent that files through customs.

IDF and shipment documents

Common documents include the IDF, commercial invoice, packing list, bill of lading or air waybill, certificate of origin and applicable insurance, permits or exemptions.

PVoC and transit records

Regulated goods should obtain applicable PVoC conformity evidence. The local responsible party confirms transit declarations, guarantees and border documents after the regional port.

Applicable electrical, electronic, construction and other products may need PVoC. Agricultural goods, medicines, chemicals, wildlife products and restricted cargo may need further authority permits.
